Kazakhstan Free Trade Agreements

The third point suggests that the government should reduce the burden of trade regulations (non-tariff measures – NTM) to enable the private sector to benefit from global integration and diversification. This can be achieved by reducing the number, restrictions and costs; and strengthening the appropriate institutional capacity for evaluation and regulation of these capabilities. 34. ←. Several WTO agreements impose specific notification obligations on WTO members, such as notification. B of the use of grants or TRIMs under the ASCM and TRIMS agreements. In addition, Kazakhstan`s Protocol for Accession to the Wto, 1149 and 1150, provide that Kazakhstan will send all initial notifications pending accession; other notifications, in accordance with the timetable described in Table 4 of the Protocol, and all subsequent notifications, in accordance with the relevant WTO provisions. Simultaneous commitment to different customs rules, quantitative restrictions and other trade-affected measures can help the government to ensure greater coherence in trade policy. Given that these measures are governed by WTO rules on restrictions, export restrictions and other rules, this means that such measures should be less frequent in the future and may allow for clearer market signals in agriculture and other sectors. It is responsible for establishing new laws and regulations in certain areas within its jurisdiction (including the CET and other trade-related procedures), the implementation of decisions at the EAEU level, compliance with eaEU treaties and the management of the day-to-day activities of the EAEU. A time release study (TRS) is a standardized method for assessing the trade facilitation performance of customs authorities and other private agencies and agencies operating at the border (e.g.

brokers). B, spestoses and forwarders, forwarders). It was developed as a result of similar initiatives by the Customs Administrations of Japan and the United States, approved by the WCO in 1994 and forming a methodological guide in 2002. The TRS applies to the principles of the WCO-Kyoto Convention to simplify and harmonize customs procedures at the international level to reduce the total cost of trade transactions. A TRS provides a detailed diagnosis of the effectiveness of border processes and identifies possible corrective actions. As such, it is a powerful instrument for assessing the performance of customs and other border services and provides a pre-reform benchmark, which can serve a number of policy objectives: building on the momentum of WTO membership to pursue trade reforms: WTO membership has been an important step in the country`s reform process. In some sectors, Kazakhstan has made limited commitments at the time of its accession to the WTO or has chosen many transitional periods and derogations. The authorities could consider whether further opening up in some of these areas would not be beneficial.

An offer to join the GPA could also be submitted quickly. Finally, Kazakhstan has made little or no commitments in several relatively closed sectors. In the case of air transport, one of Kazakhstan`s most protected sectors, as measured by the DL index, for example, no commitment has been made to remove the foreign capital ceiling.10 While the government unilaterally removed the border in early 2016, it is free to re-establish the border in the future in the absence of the WTO commitment; and the plans already appear to be in place (see Chapter 2). Such uncertainty should de facto discourage investment above the 49% threshold. Finally, no commitment has been made regarding the maximum time for foreign land to lease agricultural and forest land (currently 10 years).
